To be perfectly honest, i'll say that Shrike can be bad, as well as Cooler.

If we go by the assumption that Usopp is good, which as of this moment is still up in the air to me. He voted Tinky but didn't try to get anyone to jump onto that wagon, he susses people yet votes no one. This reeks of scum not wanting to catch any more heat than he already has.

I tend to reserve bussing for more sizable pushes than that. It wouldn't make him look suspicious unless Usopp flipped scum.
